Gaudys L. Sanclemente. Ph.D. in International Studies from FLACSO Ecuador (Latin American Faculty of Social Sciences). Independent researcher and consultant specializing in health, cybersecurity, and emerging technologies. Her interests include security governance, health surveillance, biosecurity, cybersecurity, and artificial intelligence. Her recent publications are “Digital Tools: Safeguarding National Security, Cybersecurity, and AI Bias” which appeared in the CEBRI Journal in 2023, and “Health Security Intelligence: Intelligence, Biosecurity, and the Bioeconomy” coauthored with Fredy Rivera Vélez and published in the Oxford Research Encyclopedia of International Studies in 2022.

Security governance surrounding infectious diseases necessitates collaboration and information sharing among diverse actors, including nation-states and institutions. The Global Antimicrobial Resistance Surveillance System (GLASS), a form of open-source intelligence, facilitates collaboration among participating countries and enables effective monitoring of infectious diseases. However, this interconnectedness also creates vulnerabilities, opening channels for nontraditional threats ranging from cybercrimes to potential biological attacks.
Gaudys L. Sanclemente analyses how the emergence of unconventional threats, such as the COVID-19 pandemic and antimicrobial resistance, activates security governance, emphasizing the critical role of collaborative dynamics enabled by the open data exchange facilitated by GLASS.
